Debo Park is a small piece of land consisting of approximately one-half acre located next to Home Valley Bank on the corner of Third Street and G Street. Debo Park is currently referred to as "City green space" on the City's official web site.
During the special meeting the Council adopted an ordinance increasing the size of Debo Park, designating the property as "parkland" and declaring an emergency. The ordinance was adopted unanimously by a vote of 7-0 with Councilors Phil Paquin, Jeff Hyde, Jack Patterson, DonnaJean Wendle, Brian Thompson, Tim Cummings and Kris Woodburn voting in favor. Councilor Robert Keith was not present.
City ordinances normally go into effect 30 days after being adopted. Ordinances that declare an emergency take effect immediately after being signed by the Mayor. The text of the ordinance states that due to "liability protections it is important to establish [the parkland] designation immediately."
When asked about the reason for a special meeting when a regular meeting was scheduled only two days later, Mayor Len Holzinger replied, "This is something we've been working on for a while. No comment."
There was little public representation at the special meeting and no one from the public spoke for or against the ordinance.
